Structured CAPA tracking and an OSH compliance calendar are now available as local-first modules. Equipment registers, advisory templates and manhour analytics remain scheduled for future modules and are not falsely shown as connected.

CAUTION
- Supply accessible, cool drinking water; remind workers to hydrate often.
- Provide shaded or cooled recovery space during outdoor inspections.
- Check new or returning workers for heat acclimatization.
- Monitor fatigue, sweating and muscle cramps.
- Review additional heat from sunlight and electrical PPE.
EXTREME CAUTION
- Move non-urgent yard checks to cooler hours where practicable.
- Increase supervised rest in a cool or shaded recovery area.
- Use buddy checks and monitor early heat-exhaustion symptoms.
- Limit sustained exertion in arc-rated or impermeable PPE.
- Reassess work duration, workload and hydration before PTW.
DANGER
- Postpone non-essential strenuous outdoor work and inspections.
- Require supervisor authorization and a task-specific heat assessment.
- Restrict exposure and provide cool-area recovery with close monitoring.
- Ensure trained first aiders, reliable communications and rescue access.
- Stop work promptly for dizziness, cramps, nausea or confusion.
EXTREME DANGER
- Suspend non-emergency outdoor activities exposed to severe heat.
- Allow essential emergency tasks only under an approved risk-controlled plan.
- Use active cooling, continuous observation and a dedicated rescue plan.
- Activate emergency procedures immediately for suspected heat stroke.
- Review safe re-entry conditions before resuming suspended tasks.
The four thresholds follow PAGASA's heat-index classification, but the dashboard uses forecast-model temperature and humidity and the NOAA heat-index calculation, not an official PAGASA reading. Sun, heavy PPE, strenuous exertion and radiant heat increase actual worker strain. Detailed rest/break decisions require site assessment (ideally WBGT), workload, acclimatization and DOLE-aligned controls; these action cards are suggested internal precautions, not numerical legal work-stoppage limits.
